Spend ten minutes on any Dholera property forum and you will find two camps arguing loudly. The first says inside-SIR plots are the only real investment because of the smart city tag. The second says outside-SIR plots are more practical because you get faster possession and lower entry prices. Both camps have a point. Neither camp tells you the full picture.
We are going to do that here.
We sell plots inside Dholera SIR. So you already know where our interest lies. But we also believe that an investor who understands exactly what they are buying — and what they are not — makes a better decision. And better decisions make for better long-term relationships. 1. First — What Does “Inside the SIR Boundary” Actually Mean?
Dholera Special Investment Region covers approximately 920 sq km. This entire area has been formally notified by the Government of Gujarat under the Gujarat Special Investment Region Act. Within this boundary, the planning authority — DSIRDA (Dholera Special Investment Region Development Authority) — governs all land use, zoning, development permissions, and infrastructure delivery.
Land inside this boundary goes through a formal Town Planning (TP) Scheme process. Agricultural land is pooled, reconstituted, and converted into structured urban plots — called Final Plots — with defined boundaries, road access, and utility corridors baked into the plan. A Final Plot inside a sanctioned TP scheme carries an NA order, a DSIRDA NOC, and a specific plot number that is legally registered.
That reconstitution process is what converts raw land into a legally investable urban asset. Without it, you are buying agricultural land with a development story around it — not a smart city plot.
Land outside the SIR boundary is a different situation entirely. Land just outside the boundary — in villages like Aakru — is not part of the DSIRDA land pooling process. It carries individual titles and earlier possession, typically at a lower entry price. It is governed by local panchayat or AUDA norms, not DSIRDA’s master plan. The smart city infrastructure — the trunk roads, underground utilities, Narmada water, ICT ducts — does not extend to it.
That is the fundamental difference. Not a difference of opinion. A difference of legal jurisdiction and infrastructure access.
2. What Each Side Actually Offers — Without the Sales Pitch
Let us look at both options honestly. Every point here is based on verifiable facts, not positioning.
2.1 Inside Dholera SIR — What You Get
- Government-notified master plan. Your plot sits inside a 920 sq km area formally planned and governed by a central and state government-backed development authority. The roadmap is not dependent on a private developer’s promises — it is a government infrastructure project.
- DSIRDA-governed land use. Zoning, road widths, utility corridors, and building permissions all follow DSIRDA’s sanctioned TP scheme — so the road shown next to your plot on the layout will actually be built.
- Higher FSI allocation. Plots inside the SIR boundary enjoy FSI limits ranging from 1.8 up to 3.0. Land outside falls under standard rural panchayat limits, where FSI is restricted to 1.0 or lower.
- Infrastructure already in place in key zones. The 22.5 sq km Activation Area within TP2 is 100% complete with trunk infrastructure — roads, Narmada water supply, underground power, gas network, and ICT ducts.
- Semiconductor SEZ formally notified. In April 2026 the Government of India notified a Special Economic Zone for Tata Electronics’ semiconductor fabrication facility in Dholera — impacting the Activation Area and surrounding TP zones first.
What you give up: Inside-SIR plots, particularly in zones beyond the Activation Area, come with longer development timelines. Construction permissions depend on DSIRDA approvals. Entry prices are higher than comparable-sized outside-SIR plots. This is a long-horizon investment — 7 to 15 years for full city development to reflect in value.
2.2 Outside Dholera SIR — What You Get
- Lower entry price. Outside-SIR plots are generally priced lower than comparable inside-SIR plots. For a buyer with a limited budget, this can look attractive.
- Faster possession in some cases. Some outside-SIR projects offer quicker possession timelines and more flexibility around construction, since they are not bound by DSIRDA’s building permission process.
- Earlier construction flexibility. Because they fall under panchayat or AUDA norms rather than DSIRDA’s smart city regulations, outside-SIR plots sometimes allow construction to begin sooner.
What you give up: Many parcels marketed as “Dholera plots” are agricultural-origin parcels outside the notified SIR boundary — verify the parcel’s actual TP scheme and zoning before any commitment. Outside-SIR land does not benefit from DSIRDA’s master-planned infrastructure. The term “RERA Approved” is often misused for plots that are actually outside the SIR boundary. Border-touch plots may fall under AUDA or regional authority norms — not DSIRDA’s smart city framework. The long-term appreciation story that drives Dholera’s investment interest is an inside-SIR story; outside-SIR plots benefit from proximity and spillover, but not from direct inclusion in the master plan.
3. The One Thing That Changes Everything — Documentation
Here is the part that most buyers only discover after they have already paid.
Whether a plot is inside or outside the SIR boundary, the legal safety of your specific investment depends on its documentation. Two plots described as “Dholera SIR plots” can have completely different legal standings based on five things:
- ✅ The NA order — Has the land been formally converted from agricultural use through a government order? Without this, the land is legally agricultural regardless of what the brochure says.
- ✅ The TP scheme status — For inside-SIR plots, which TP scheme does it belong to and has that scheme been formally sanctioned? A plot inside an unsanctioned or draft TP scheme carries more uncertainty than one with a Final Plot number in a fully sanctioned scheme.
- ✅ The Final Plot number — The specific identifier issued by DSIRDA after reconstitution. If your plot does not have one, it is not yet a legally constituted urban plot under the master plan.
- ✅ The DSIRDA NOC — The formal no-objection from the development authority confirming the plot is cleared for sale and registration.
- ✅ Title clarity — Is the title clean? No disputes, no encumbrances, no unresolved co-ownership?
The most critical factor influencing price and safety is whether the land falls inside the official Dholera SIR boundary and within an approved TP scheme. A plot inside the boundary but in a draft or unsanctioned TP scheme carries more uncertainty than a well-documented outside-SIR plot with a clean NA order and registered title. Location is important. Documentation decides everything.

4. The Real Risk With Outside-SIR Marketing
We need to be direct about something.
The phrase “Dholera SIR plot” is used loosely in the market. When anyone searches for residential plots in Dholera, there is often confusion between land inside Dholera SIR and plots outside it. Residential land is available inside Dholera SIR, mainly in large parcels. Plotting is currently not allowed within the SIR boundary due to regulatory norms. Residential plots are available outside or near the SIR boundary in the adjoining area, where plotting is approved and legal.
This is an important distinction that most developers marketing outside-SIR plots do not clarify upfront.
Inside Dholera SIR, land is available in larger reconstituted parcels within TP schemes — governed entirely by DSIRDA. Individual residential plot layouts of the kind commonly advertised are generally outside the SIR boundary or in adjoining areas. This does not automatically make them bad investments. But it does mean the buyer needs to know what they are actually buying — and not assume that “near Dholera” or “Dholera SIR project” means inside the notified boundary.
Ask the developer directly: is this plot inside or outside the DSIRDA-notified SIR boundary? If the answer is vague or deflected, that itself tells you something.

5. Which Is the Right Choice — A Straightforward Framework
There is no universal answer. The right choice depends on your specific situation.
🏙️ Inside-SIR is likely more suitable if:
- You have a 7 to 15-year investment horizon and do not need short-term liquidity
- You want to be directly inside India’s first government-notified greenfield smart city
- You prioritise the long-term appreciation story driven by the airport, semiconductor ecosystem, and DMIC infrastructure
- You are comfortable with DSIRDA’s development timeline and building permission process
- You want the highest FSI allocation and master-planned infrastructure access
🌾 Outside-SIR may be worth considering if:
- Your budget is significantly lower and inside-SIR plots are not financially accessible
- You want faster possession and earlier construction flexibility
- You are investing in a 5-year horizon and want to build or use the land sooner
- You have verified the specific plot’s NA status, title clarity, and proximity to the expressway independently
In both cases, the documentation must be clean. The horizon must be realistic. And the decision must be based on verified facts about the specific plot — not on the general Dholera story, which applies to the SIR as a whole.

7. The Short Version — If You Need It
- Inside Dholera SIR means DSIRDA-governed, master-planned, higher FSI, direct access to smart city infrastructure, longer development timeline, higher entry price.
- Outside Dholera SIR means lower entry price, potentially faster possession, different legal jurisdiction, no direct DSIRDA infrastructure access, proximity benefit but not inclusion benefit.
The documentation — NA order, TP scheme status, Final Plot number, DSIRDA NOC — matters more than the location label. A well-documented outside-SIR plot beats a poorly documented inside-SIR plot every time.
And if someone is selling you a plot described as “Dholera SIR” without being able to confirm whether it is inside or outside the boundary, that is the first thing to clarify before any further conversation.
